Aging Infrastructure
The Turtle Lane wastewater treatment plant began operation in the 1950s and the Crown Road in 1970, with both facilities undergoing significant upgrades in 2000, to address capacity and regulatory needs at that time. That investment successfully extended the life of the system; however, the facilities are now again approaching the end of their expected lifecycle, with equipment operating continuously in a corrosive environment and portions of the broader system dating back several decades.
At the same time, regulatory requirements have evolved, particularly with respect to phosphorous limits in the Lake Champlain basin, which the existing treatment processes were not designed to consistently achieve long-term. As a result, the Town is now at the next critical phase of infrastructure investment, consolidating both facilities and focused on implementing advanced treatment technologies that can meet modern standards and ensure long-term reliability.
